Here's a few services that bubbled up to the top in my research if you need to send out one email to multiple address. The first time you may need to do this is when you begin your ARC outreach.
Mailchimp might work, but based on personal experience, the delivery/open rate we were getting was pretty low. Truth be told, I can't promise that the open rate will be any higher utilizing the above services either since I don't have any experience with them (yet). Our delivery/open rate improved when we started sending out individual emails, which you can do an email merge in MS Word to about 25 people at a time (no more than 25 people per hour). If you exceed the sending limit of your email provider, they may lock your account.
I often use the Google Sheets Mail Merge Add-on - one benefit being you could setup a separate gmail account just for this purpose.
