Having a prime objective is vital. It provides the program with the motivation to act. Without a known prime objective, a program is in an idle state awaiting initiation. Initiation begins once the prime objective is given to the program by the user.
Other programs will be driven to integrate with yours when the outcome is benefits them. Money is a motivator when someone needs the money, but it's not the only one - just the obvious one.
